Emotional support animals are not considered service animals under the ADA and do not carry public-access rights; their protection is primarily in housing. Service animals do not need to wear vests or harnesses by law. The ADA does not require service animals to be professionally trained – what matters is that your dog can dog demonstrate the trained task and that the service animal behaves properly in public. A handler who is illegally denied access or refused access has legal recourse regardless of whether they carry an ID card.
